Job Brief

Marine Acoustics, Inc. (MAI) is looking for a full-time Environmental Permit Process Manager supporting the Office of Naval Research (ONR).  The ONR Code 32 environmental permit process program directly advises and informs the Chief of Naval Research (CNR), while ensuring that field work (in-water and on-land) supported by the Department complies with environmental laws such as the Marine Mammal Protection Act, Endangered Species Act, National Environmental Policy Act (NEPA), Executive Order 12114, and the Coastal Zone Management Act.

Responsibilities

  • Administering existing Navy environmental planning documents such as Atlantic Fleet Testing and Training (AFTT) or Hawaii Southern California Testing and Training (HSTT) environmental impact statements (EIS’s) and letters of authorization for acoustic testing
  • Obtaining external permits, concurrence or endorsement from the National Marine Fisheries Service, U.S. Fish and Wildlife Service, Army Corps of Engineers OPNAV N45, and Navy Reginal and Area Environmental Coordinators
  • Environmental planning with Navy environmental subject matter experts for ONR-supported activities, as well as establishing new plans for future EIS areas such as Northwest Testing and Training (NTT) and Mariana Islands Testing and Training (MTT), and Arctic documents
  • Collaboration with ONR team members involved with the environmental review process, such as the Code 32 Environmental Liaison, Environmental Liaison within the Marine Mammal and Biology team, the ONR Environmental Attorney and the Department Director
  • Environmental planning and compliance support for Code 32 for other entities (NRL, DARPA, ONR Global E&A, other ONR 3X codes) collaborating with the Department or with similar environmental planning and regulatory compliance requirements


Requirements

  • MS degree from a fully accredited college or university and in an applicable Science & Technology (S&T) field
  • Five years of verifiable expertise (or equivalent):
    • In underwater acoustics environmental planning
    • Developing policy and practice for the U.S. Navy and the supported scientific community within the larger Navy environmental community, performing high-level and long-range development of plans and policies
    • Performing environmental liaison roles for experiments employing lasers, underwater lighting systems, underwater cables, long-term moorings to meet diverse requirements
    • Managing a portfolio of investments which support environmental planning and regulatory compliance efforts
    • Applying environmental laws (Marine Mammal Protection Act, Endangered Species Act, Coastal Zone Management etc.) to objectively assess the implications for Navy research efforts
    • Creating and presenting instructional materials and briefings on Navy environmental policy and practice for performers within the Naval Research Enterprise (e.g. Navy, contractors, and universities)
  • Ten years (or eight years with current certification as a PMP) of verifiable experience:
    • In support and management of Science and Technology (S&T) efforts to develop and demonstrate environmental compliance technologies and capabilities that span multiple technology readiness levels (TRLs) and program elements
    • Leading environmental compliance efforts for Basic, Applied and/or Advanced research initiatives across Navy research portfolios
  • SECRET security clearance
  • Completion of core certification training standards required for DAWIA Science and Technology Manager (S&TM) Level I (can be completed during onboarding process)
  • Ability to work on-site (as needed) 


Additional Skillsets Preferred (Not Necessarily Required)

  • Current Project Management Professional (PMP) certification
  • Doctor of Philosophy (PhD) degree in a relevant S&T field from a fully accredited college or university,
  • Completion of core certification training standards required for DAWIA Science and Technology Manager (S&TM) [Levels II or III], and/or for Business Financial Management (Business FM) [Levels I, II, or III].
